Floor consideration in both chambers, particularly in the Senate, often opens legislation to amendments that can expand scope and delay or prevent passage. As a result, leadership generally packages provisions into broader legislative vehicles where consensus exists and amendment opportunities are limited.
Because of this structure, the Work Opportunity Tax Credit (WOTC) is unlikely to advance as a single-issue bill and instead must be included in a broader legislative package. Historically, WOTC has been enacted through tax bills, appropriations measures, omnibus packages, disaster-related legislation, and other multi-issue vehicles.
